Although I neither knew Paul Richardson nor am within 300 of the Hall, my own view of the Hall of Fame is that it is akin to a large baronial hall hanging with the portraits of the great and good of the Marilyn family. Although Paul never got as far as getting his portrait completed, at 585 he must have been in for a few sittings with the artist so the unfinished sketches could be put on display on a sideboard or mantlepiece within the Hall; recognition of his achievement but not the prominence of those who have passed the threshold.
Taking the analogy further, if the Hall of Fame is the central crux of RHB, each section would relate to a separate door branching out from the Hall. With a key to the door given to each person who completes a section, the key key is obviously the one for St Kilda. Once anyone does complete the full set they could be awarded with a golden skeleton key to the RHB mansion. This would allow them access to a rest room, complete with a large comfy armchair, roaring fire, and bookcases crammed with complete sets of OS maps.
